The Regulatory Authority for Electricity and Gas has been operating since 23 April 1997, when its organisational and operational charter was published in the Government Gazette. As an independent authority it regulates and controls the electricity and gas sectors as provided for under Law no. 481 of 14 November 1995.

Its aims as set out in its charter are:
•    Promotion of competition
•    Promotion of efficiency
•    Acceptable service levels, ensuring affordable prices and appropriate profit levels
•    Accessibility and distribution of services throughout the entire territory
•    Environmental protection
•    Efficient use of resources

The powers given to the Regulatory Authority for Electricity and Gas apply both to the network and to service delivery.
